The QCF was launched in 2008 as a reforming framework for adult vocational qualifications. A detailed set of rules was required, so the regulatory arrangements for the QCF were developed. Ofqual is concerned that these arrangements haven’t delivered their intended outcomes and that they sometimes stand in the way of the development of consistently good, valid and reliable qualifications. This consultation proposed to remove the QCF regulatory arrangements and instead regulate all qualifications through the Ofqual General Conditions of Recognition.

The outcome of this consultation was published by Ofqual on 15 December 2014.
