DfE post‑16 pathways: Implementation Plan update
Yesterday, the Department for Education (DfE) shared further detail on post-16 qualification reform and implementation timelines.

What is the Post-16 Pathways reform?
The Post-16 Pathways reform will introduce new vocational qualification routes in England, including V Levels, Foundation Certificates and Occupational Certificates. The reforms are designed to simplify the post-16 qualifications landscape and provide clearer progression routes for learners.

Key updates include:
- Extended funding for selected BTEC Computing and IT qualifications in 2027/28
- Confirmation that new V Levels, Foundation Certificates and Occupational Certificates remain on track for first teaching in September 2027
- Continued flexibility to combine A Levels, V Levels and eligible BTEC qualifications within study programmes
- Confirmation of UCAS tariff points for V Levels
What you need to know
Which Computing and IT qualifications will remain funded in 2027/28?
If you're planning programmes in Computing and IT, there is additional flexibility for 2027/28.
The DfE has confirmed that the following qualifications previously expected to lose funding will remain funded for a further cohort:
Pearson BTEC Level 3 National Diploma in Information Technology
Pearson BTEC Level 3 National Diploma in Computing
Giving you more time to plan delivery, manage progression routes and prepare for the introduction of new qualifications.

What do the reforms mean for curriculum planning?
V Levels will sit alongside A Levels and T Levels as part of the future post-16 qualifications landscape.
BTEC qualifications remain available across most sectors while reforms are introduced.
Alongside today's announcements, the DfE has confirmed that the previously announced timeline for the first tranche of new qualifications remains on track.
This means the planned introduction of V Levels, Foundation Certificates and Occupational Certificates, in digital, education, finance and accounting are still expected to be available for first teaching from September 2027.

Most BTEC qualifications remain available
While qualification reform continues, it's important to note that only a small number of BTEC qualifications are being defunded in 2027/28 as part of the current reforms.
For most sectors, there are no immediate changes to the qualifications you currently deliver. You can continue planning and teaching with confidence until reform reaches your subject area and specific changes are confirmed.

Can schools and colleges combine A Levels, V Levels and BTECs?
The DfE has also confirmed that there will be no rules restricting combinations of qualifications within study programmes.
This means you can build programmes of study using combinations of:
- A Levels
- V Levels
- Eligible funded BTEC qualifications
This flexibility will help you design programmes that reflect students' ambitions, local needs and progression opportunities.
