Here's a close-up view of elongation. Only one DNA strand, the template strand, serves as a template for RNA synthesis. RNA polymerase moves along the DNA strand in the 3 prime to 5 prime direction, adding nucleotides to the 3 prime end of the RNA chain. Note that U in RNA pairs with A in DNA.
